Mission Statement

Foundation Community Services provides practical training, education and testing that relates to the needs of local employers and employees.


Foundation Community Services (FCS) is dedicated to quality training programs and their educators meet strict guidelines to help ensure a high quality of service.

FCS has been an important part of the training of Food Handlers (food industry workers) in San Diego County after becoming one of the authorized facilities to provide this service.  The population attending this certificate training is much diversified in their educational and cultural background.  The training is tailored to serve the population's needs in English and Spanish, as well as testing students in other languages.

For a number of years, Foundation College was the sole administrator of the Driver Qualification Exam and Safety Testing for the Metropolitan Transit System contract.  After Foundation College closed it doors in October 2005, Foundation Community Services assumed the responsibility of administering the test under similar provisions required by Metropolitan Transit System.

FCS has developed a computerized training program for taxi drivers under the jurisdiction of the Metropolitan Transit System Board (MTS). Since December 2007 FCS has been implementing this computerized training program to taxi drivers under a new contract.
